States including Texas, Illinois, Virginia, New York, and many others offer tuition waivers or reductions for qualifying veterans. Benefits for Children of Disabled Veterans
Children of disabled veterans — particularly those with 100% P&T ratings — may qualify for substantial state education benefits:
State Tuition Waivers
Many states offer free tuition at public in-state colleges and universities for children of 100% P&T veterans. Some programs cover room and board as well.
Age Eligibility
Most state programs have age limits for dependent children — commonly between 16 and 26 years old. Some states extend eligibility to age 30.
Enrollment Requirements
Children typically must be enrolled full-time at an eligible in-state public institution. Some states allow part-time enrollment.
GPA Requirements
Some states require dependent students to maintain a minimum GPA to continue receiving benefits. Requirements vary by program.

Spouses of disabled veterans may also qualify for state education benefits:
- Some states offer tuition waivers for spouses of 100% P&T veterans
- Surviving spouses of veterans who died in service or from service-connected causes may qualify

State education benefits and federal VA education benefits (GI Bill, DEA/Chapter 35) are separate programs and may be used together in many cases:
- State tuition waivers may cover remaining costs after the GI Bill pays its portion
- DEA (Chapter 35) provides a monthly stipend for dependents of 100% P&T veterans — separate from state tuition waivers
- Using both state and federal benefits simultaneously can result in zero out-of-pocket education costs
